Lockpicking is currently not a skill you will find in the game, instead it's value depends on your other support skills: Outdoorsman, Science, Engineering.
To make use of Lockpicking, press hotkey "2" (default lockpicking hotkey) and click on a locked container, you will also need a Lockpicking tool in your character's inventory. The most common one is a Clip that you can loot all around the core. More advanced tools provide bonus to your Lockpicking skill.
