Psychopath is a possible Perk you can learn during the leveling process of your character.
Perk Description
Regenerate 50 Action Points for killing a player, half of that for NPC.
Important notes
Whenever you fully an entity, you regain action points. It is not enough to bring them to minus Hit Points, you have to actually kill them and you need to be the one doing the killing blow.
Killing a player grants 50AP. Killing an NPC grants 25AP.
